Public Hearing and Vote on a Proposed Loan Order that the sum of $2,625,000.00 is appropriated to pay costs of the reconstruction of various streets and sidewalks as part of the Fiscal Year 2024 - 2028 Capital Improvement Program, including George Street, Bromfield Street, Mangano Court, Grandview Avenue, and Dwight Street, and including costs of the design, engineering, construction, construction administration services, installation of curbing, bicycle lanes, tree plantings and other appurtenant work, and further including the payment of all costs incidental and related thereto; and that to meet this appropriation, the Treasurer, with the approval of the City Manager, is authorized to borrow said amount under and pursuant to M.G.L. c.44,§7(1), or pursuant to any other enabling authority, and to issue bonds or notes of the City therefor
