First Reading on a Proposed Loan Order for Arsenal park Improvements Phase B that the sum of $10,359,500.00 is appropriated to pay costs of renovating Arsenal Park, including demolition and removal of the existing park features, installation of the new playground, splash pad, skate park, and tennis/pickleball/basketball courts, and construction, construction administration services, and construction contingency costs, including the payment of all costs incidental and related thereto; and that to meet this appropriation, the Treasurer, with the approval of the City Manager, is authorized to borrow said amount under and pursuant to M.G.L. c.44, §7(1), or pursuant to any other enabling authority, and to issue bonds or notes of the City therefor
